Archived: St. Cloud Police Block Vehicle and Use Taser on Suspect Monday Night
A St. Cloud man was arrested on charges of driving under the influence and threatening people on the north side of St. Cloud Monday night.
St. Cloud Police Lieutenant Jeff Oxton says officers were called to the 1300 block of 2nd Street Northeast at 6:20 p.m. in connection to a threatening man. He says the suspect had left the scene before officers arrived and nearly drove into three pedestrians as he left.
Oxton says officers identified the suspect as 44-year-old Michael Andrew Hess who came back to the parking lot while they were investigating the case. Hess refused to stop for officers and drove into his garage stall. Police blocked the stall and started to talk with him, but Hess continued to refuse to comply with officer’s directions to leave his vehicle.
St. Cloud Police Department Crisis Negotiator was called to talk with Hess, but he threatened officers and told them he was a suicidal. During the negotiation, Hess put his vehicle in reverse and rammed the squad at least two times resulting minor damage to the squad.
Officers continued to block his vehicle in the stall and finally used Taser to bring him under control and take him into custody. Hess was first taken to the St. Cloud Hospital and then to the Benton County Sheriff’s Department Jail where he refused to be tested for DUI.
Oxton says Hess has a past felony of conviction for DUI, 2nd degree assault, terroristic threats and reckless driving. Hess will wait for court on charges of 1st degree DUI refusal.
