A Level three sex offender is moving into the Saint Cloud area Thursday. 52-year-old Marvin Smith is moving into the 500 block of 9th Avenue North. Smith has a history of indecent exposure and masturbation in public places to female victims he did not know.  He is described as a 5 foot 10 inch tall, 190 pound black man with a medium build, black hair, and brown eyes.

St. Cloud Police Department and Minnesota Department of Corrections are holding a meeting on Thursday, June 14th at City Hall to inform citizens in the area. St. Cloud cable subscribers will be able to watch the meeting live on channel 19.

A level three sex offender is one that is most likely to be a repeat offender.  Sex offenders are required by the Community Notification Act to register with local law enforcement when they move.  Law enforcement officials hold public meetings to help reduce the risk of re-offending and to keep the public informed.
