Father Arrested After Kidnap Attempt of Children in St. Cloud

St. Cloud Police responded to an armed kidnapping report at 12:30 a.m. Wednesday morning. Authorities say Deangelo Shaheed Bey went into an apartment located on the 300 Block of 4th Avenue South, near St. Cloud’s City Hall. He had a handgun and four accomplices. One accomplice, Kailee Ann Lucking, used a handheld taser on the mother of Bey’s four children.

Police say four children, aged 18 months to 12 years, were taken and driven to Grand Rapids, Minnesota. No direct threats or injuries to the children were reported.

The suspect’s vehicle was located around 6 a.m. and officers from Grand Rapids, the Minnesota State Patrol, and Itasca County surrounded a home where police believed the children were. A St. Cloud Police negotiator spoke with Bey for a short time before all four children were released. The children have been placed in protected custody.

Bey, Lucking, and a third suspect, Andre Lamone Taylor of St. Paul, were taken into custody without incident. Tamarah Taylor was later identified as the fourth suspect and taken into custody by Minneapolis Police.

All suspects are being held in the Stearns County jail while awaiting court for charges of kidnapping, assault and burglary.
