A Foley man was arrested Sunday night  after allegedly strangling a woman in her apartment. Police were called to the 2600 block of Clearwater Road at about 6:30 pm when a neighbor reported seeing a woman dragged into her apartment by a man. When officers arrived, they say they could hear the woman screaming for help from inside the apartment and discovered that the suspect had barricaded the door. Police say 23-year-old Jason Baumer also damaged a phone to prevent the woman from calling 911. The incident occurred in front of the victim’s three children. Baumer was arrested and is in the Stearns County Jail on charges of felony domestic strangulation, interfering with a 911 call, and gross misdemeanor domestic assault.
