St. Cloud Police pulled over a vehicle in the 2100 block of West Division Street for traffic violations around 1:30 a.m. Wednesday. A police investigation found that 40-year-old Johnny Carter of St. Cloud was driving under the influence and driving without a valid driver’s license. Carter was arrested for suspicion of DWI and faces charges of 1st degree DWI and 1st degree DWI test refusal.
